Abstract

Public-private partnerships (PPPs) played a key role in driving sustainable development in Africa but faced challenges such as inadequate infrastructure, limited funding, governance inefficiencies, and capacity gaps. This research investigated how the African Development Bank Group's PPP Key Strategy of 2021 – 2031 supports sustainable development throughout African countries and assessed three critical aspects from the PPP's strategic framework which demonstrates its commitment toward holistic sustainable development through foundational growth and capacity strengthening and holistic productive development. Studies using content analysis evaluate documents such as reports and vital plans to determine core components in the African Development Bank Group’s PPP strategy. This analytical method allows researchers to detect key elements of both specific and general content that pertain to system main focus. The assessed documents show how the system progresses essential infrastructure while it enhances competency development and attains total expansion by executing efficient public-private partnerships which resolve substantial development obstacles. The document selects framework projects in transportation along with energy and telecommunications sectors because these sectors play a crucial role in advancing economies and societies. For sustainable PPP management education and training programs should be directed toward residential teachers as per the system's core capacity development needs. The African Development Bank Group has created the 2021–2031 PPP framework which unlocks major sustainable development possibilities for African nations. The resource management system deploys private sector finance along with expertise which leads to distribution of resources while closing infrastructure gaps and promoting economic development and public welfare services. High implementation success depends on sound administrative procedures coupled with straightforward administrative protocols that receive direct political endorsement from every stakeholder. Continuous improvement in organizational capabilities should focus on achieving effective PPP management according to the research findings while transparent accountable operations with business-friendly environments should be emphasized. System effectiveness requires constant assessment to ensure its readiness in dealing with changing environment factors and emerging challenges for optimal economic development results.
